During discussions of the festival&#8217;s concept, the winning vision came from documentary filmmaker Mikhail Litvyakov. Thus a unique festival was born \u2014 one of the first to affirm the artistic and social independence and value of documentary cinema. The festival emerged at the peak of perestroika, when the eyes of the whole world were turned with hope toward Eastern Europe. From its very first year, there was a sense that the festival was establishing relations of friendship and trust with the world.
